    Luxembourg is a lesser-known European country, but with its safe environment and high living standards, it is definitely one of the greatest locations to live on the continent. It is one of Europe’s wealthiest countries and is well-known as a financial centre. Luxembourg is a small country sandwiched between Belgium, France, and Germany, but it speaks German, French, and English.

     

    The World Happiness Report 2021 puts Luxembourg 8th out of 149 countries, with the score based on GDP, social support, corruption levels, and personal freedom. The EU nation’s open society, as well as its cosmopolitan aesthetic and acclaimed quality of life, attract the country’s expatriate community, which accounts for about half of the population.

     

    Luxembourg is a founding member of the European Union, the Organization for Economic Cooperation and Development, the United Nations, NATO, and Benelux. Luxembourg City, the country’s capital and largest city, is home to various European Union organizations and agencies.

    Personal liberty and legal and social security

    Luxembourg City, the country’s capital, is one of the European Union’s four official capitals, alongside Brussels, Frankfurt, and Strasbourg, and is home to the European Union’s Court of Justice, the EU’s highest judicial body.

     

    Internal security is maintained by the Grand Ducal Police, which reports to the Ministry of Internal Security. The Luxembourg Army is in charge of external security and reports to the Ministry of Foreign Affairs Directorate of Defense. The security forces were effectively controlled by civilian authorities.

    Luxembourg Residence by Investment Program Requirements

    Applicants might select between two alternatives to qualify for residency:

    A) Private reasons for residence

    • Prove that they can support themselves financially (evidence of a regular flow of income of at least EUR 27,000 per year is required; bank savings alone may not be adequate).
    • Have a permanent address in Luxembourg that includes third-party liability insurance as well as property insurance for the rented or purchased property.

    Investment-based residence

    Those interested in actively investing in Luxembourg can either acquire or start a company. If you want to invest passively, place your money in a bank account or under management. It would be ideal if you could commit to the investment for five years.

    • A minimum of EUR 500,000 into an existing Luxembourg company (with commercial, industrial, or craft activity) and a five-year commitment to keep existing jobs.
    • Invest at least EUR 500,000 in a new Luxembourg firm (with commercial, industrial, or craft operations) and pledge to generate at least five jobs over the next three years.
    • A minimum of EUR 3 million must be invested in an existing or new investment or management structure with a registered office in Luxembourg and sufficient substance.

    Procedures and time frame

    An investment application is filed with the Ministry of Finance or the Ministry of Economy under the residence by investment option. If the application is approved, it is reviewed by the Ministry of Foreign Affairs for final approval. Following that, the applicant’s current nation of residency is asked for a visa category D, which is granted.

    There are four alternatives for obtaining a Luxembourg residence through investment:

    • Invest at least €500,000 in a firm that already exists.
    • Invest at least €3 million in an existing or newly established management and investment organization.
    • Invest a minimum of €20 million in a bank account.

    The processing time for a residence application is generally six months from the time it is submitted to the time it is approved.

     

    The residency permits are good for three years if you are investing, or one year if you are staying for personal reasons, and they can be renewed. Investors must show that they have spent a sufficient amount of time in the country in order to renew their residence status (at least six months).

    Citizenship followed by residence

    The final year of residence before applying for citizenship must have been uninterrupted. Investors must pass an oral test and complete an integration course in order to obtain citizenship in Luxembourg. 

     

    This route grants you a one-year residency visa. Since late 2017, a new path has been available: the immigrant investor program. This investment-based residency scheme provides investors with a 3- to a 5-year residence permit. Applicants are eligible to apply for permanent residency and naturalization as Luxembourg citizens after 5 years.
